Thanks to everyone who helped with the effort to find this dog's owner. Last night the dog's person found us. Interestingly, the owner has what seems to be a short-term rental, but there is an electric fence installed. We are speculating that the fence may have already been in place and the owner is using one of the collars. The dog is obviously not responding. The fence is one of those cheap DIY installs.

As folks who just invested in an electric fence, we would never go the route of a DIY install. For one thing, I was unable to trace the serial number on the stray dog's transmitter collar. If one of our dogs were to hit the streets, all anyone would need to do would be to call our fence company to trace the serial number. (our pets are chipped and tagged, too). Secondly, there is absolutely no support for the system if you do it yourself.
